18.1.2 Word-Length Integer Format
  Word-length integers are in the range -32768 to 32767 and
  are stored as two contiguous bytes, starting on an arbitrary
  byte boundary. Bits are labeled from the right, 0 to 15, as in
  Figure 18-2.
