When the installation procedure executes on a system that uses DECnet Phase IV, it defines the NAM$SERVER object in the NCP database and sets the object on the current node. The NAM$SERVER object is not created on the other nodes in the cluster. You must set the object characteristics of all other nodes in the cluster as follows:
$ RUN SYS$SYSTEM:NCP NCP> SET OBJECT NAM$SERVER ALL
